Yes. You can replace just one tile without pulling up tiles from the edge assuming the tile to be replaced is “damaged” and therefore will be discarded. You will cut or drill a hole in the tile large enough to insert a screw driver tip to grab the tile and pop it out and then install your new tile without popping up tiles. If you need to replace the tile because of color and you want to keep the replaced tile, you will have to pull up tiles from the nearest edge to get that tile up.
