Yes, you can rent at the airport. I suggest you get a driver as well if you aren’t used to the roads in Metro Manila. Beware of hell drivers, such as jeepney and bus drivers who weave in and out and then brake suddenly in the middle of the road to pick up or drop off passengers, and tricycles who for some reason are on highways once you reach the provinces. Road signs are not prominent in certain areas, and there are one way streets. Police are lurking in the shadows waiting to apprehend drivers who make a wrong turn on a one-way street. If you can drive well here, you can drive easily anywhere else in the world.
