No, it is not possible to register a domain which shows expired on the whois sites like WhoisXY.com . It is necessary to wait for cancellation of the website owner details from the database to proceed to perform registration.You can either contact the respective owner or domain registrar and get details like when the domain name would be available,cost etc.
