You can lease or sell accounts to customers without domain name registration by just providing the IP address for non web serving use. Although, web serving (apache) functions still work alongside FTP, the EMAIL functions will not function as there is no domain name attached to the account. It is still recommended to buy a domain name for your customer’s account.
