Can I plant seeds in a grow bag during rainy weather with no cloche to cover it?

I have grown tomatoes in grow bags, and because they are so narrow in depth that the rain could bounce the seed out of the mulch, just place a piece of fleece over the bags, you can water through it and when they start to grow just raise up the fleece in someway, it will still do the same as cloches.
