No, you can’t just plant a tree on forest lands. You can, however, contact Plant-a-Tree in the Forest Service Region 6 Office, located in Portland, Oregon. The tree will be planted somewhere on the forest of your choice. While you will not know the exact location of the tree, you will get an acknowledgment of the receipt of money for the tree.
