Can I own an exotic animal (monkey) living in Dallas County Texas?
It is against the law in the state of Texas point period to own a WILD ANIMAL unless you have a license for wildlife and rehabilitation (meaning you are helping to better them and release them back into the wild). So if you just want one as a pet (which isnt a very smart idea in the first place), then that would be a NO, its illegal.
