Can I overcoat my bike with spray paint, as my previous coat went wrong?

The answer depends on your purpose: If you want to keep the bike safe from rust and are not concerned with long term appearance, then yes, you can simply spray it again with primer and then three light coats of your preferred color. Follow with clear coat if desired. This will scratch more easily than the original paint, but should look uniform for a while and will prevent rusting. If you want to keep your bike looking sharp for years to come or intend to see it, you should remove the existing paint (and the underlying clear coat and paint) with a wire brush/steel wool and a solvent from your hardware store. Then hit it with light primer, three+ coats of your color, then stickers/decals, finally 2-4 layers of hard clear coat allowing each to dry completely before re-applying. This level of work is only a good idea where you have a strong attachment to the bike or if it is relatively valuable. Guessing from the original post that a rattle can job is all that’s needed, paint and ride!
