A. No. Volume License agreements—including Academic, Government, and Public Sector—never cover the initial full Windows Client operating system license. Volume License agreements cover only Windows Client upgrade licenses. Windows upgrades are designed to upgrade previously acquired qualifying desktop operating system licenses.
