Yes, as of Oracle 8. 1, you can change statistical data using DBMS_STATS packages. For more information on this topic, see Note 724545. If you change statistics manually, the USER_STATS entry belonging to the statistics is converted from NO to YES. You can therefore use this column value to find out whether statistics were manipulated.
