You can make it with water…when I cook cauliflower I make a white sauce to pour over it. Once the cauliflower is done I pour off almost all of the water. In another pot I melt maybe two tablespoons of butter, I wisk in about two level tablespoons of flour to make a roux, to this I add a little bit of the hot cauliflower water at a time, when it’s to the thickness that I like I season it with salt and pepper and pour it over the cauliflower…I see no reason you could not make slight alterations to it and make soup. Hot broth or the water you cook the veggies in should work…if it’s soup the broth would probably make it more tasty.
