Can i make milk by adding water to sweetened condensed milk?

I think condensed milk would be a really nice flavour in rice pudding, I suggest you just go for it and guess, you can’t go too far wrong if you keep an eye on it and make sure it doesn’t dry out in cooking- remember you can always add more but not take away! Also found this recipe; Ingredients: 2 C. rice 1 C. sugar 1 C. sweetened condensed Milk 2 qts. whole Milk 2″ stick cinnamon 1 Tbsp. Vanilla Preparation: In a medium saucepan place the cinnamon stick, add the milk and bring to a boil. Add the rice, lower the flame and simmer covered 15 minutes. Add the sugar and condensed milk and simmer for three more minutes, then add the Vanilla and remove from the heat. Serve warm in custard dishes. If you like, add some raisins.
