Can I make a Secure DVD Video so no one can copy it?
I’m afraid there is no way to do it. The security mechanisms available in video DVDs have been comprehensively cracked. If someone can watch your DVD, it’s possible for them to copy it. If you absolutely must secure a video, you could pick a computer only format like AVI or Quicktime and use Digital Rights Management to encrypt the file such that only people with appropriate keys can watch it. This wouldn’t be suitable to play on a normal DVD video player, though, and bear in mind that no solution is perfect / unbeatable. It’s a bit like a car alarm, you only deter the casual thief, while a determined individual will always find a way.
