Yes. You may send a cheque or money order to MOE to cover the anticipated cost of your manifest transactions. MOE will credit the payment to your account in HWIN. As you conduct transactions, HWIN will automatically debit your account. On the My HWIN page, there is a section called Account Status. Every financial transaction you make is recorded in Account Status, including payments to fund a prepaid account. The Account Status also shows the current balance in your prepaid account. You should make cheques payable to the Minister of Finance.
