Yes. Atpic does not limit hotlinking to the documents hosted on our servers. To hotlink from a forum to a picture use the raw based URL. It is of the form below: http://uUID.direct.atpic.com/GID/Secret/PID/Resolution.Extension where UID is the user ID, GID the gallery ID, Secret is the secret string (0 if the document is public), PID is the document ID, Resolution is the document resolution and Extension is the document extension. The direct link to a document is reminded below it.
