Read your divorce paperwork. If you have joint custody, you must get the father’s approval. In most cases the final paperwork will have the answer in it and unless you have sole custody and the father has no visitation, it would be in contempt of court for you to move that far away. Not paying child support doesn’t give you the right to move or deny visitation.
