Can I legally register a dog that have a microchip but whose previous owner cannot be located?

You need to take the dog somewhere and have its microchip scanned. (any vet clinic should do this for you) Not only will this give you the microchip number, but you can also call the company to get the previous owner’s information so that you can have him let the microchipping company know that it is okay to switch the microchip information into your name. It doesn’t do much good to have the dog microchipped if it isn’t your information. If the owner has changed information, then the microchipping company should not have a problem switching ownership to your name as long as you explain the situation. Do you have anything stating that you are the new owner, like an adoption contract? If so, that will help.
