First part of your question – NO Second part – depends on whether it is vinyl flooring on a roll or vinyl flooring tiles. Either way – not advisable. Best option – local DIY store (Wickes is cheapest) buy a sheet (or sheets) of hardboard – about £6 a sheet – 4′ x 8′ Lay the hardboard down and fix to floorboards – lay vinyl over hardboard.
