Yes, if you are interested in this area you are welcome to apply. However, to be realistic you must get a PhD scholarship. So you need only apply if you have a very good academic transcript. If you are an Australian Permanent Resident (PR), go ahead and fill out the application form for a PhD and tick the boxes that indicate you want an APA scholarship. If you are an overseas student, you must get a scholarship from your own government. You can try to apply for an Australian IPRS scholarship but it is so difficult to get that you need only apply if you have several international publications and a Masters degree already.
