Can I install Windows XP Service Pack 3 with a SP2 CD & a SP3 cd key?

No, because service pack 2 and 3 are not the same OS. Also, sp2 keys do not work for sp3 and vice versa. If it does work, then you will only get sp2 installed, not sp3, because the cd is sp2.
