Can I install ceramic tiles over vinyl peel-n-stick tiles?

Not if you want them to stay down. It is a lot of work. You need to install a backer board, then a pre-tiling grout to fill any gaps. Make sure what you put down doesn’t have a chance for nails to pop back up, or that will crack your tile from underneath. If you don’t invest the time and money now to do it right you will only regret it in the future. The vinyl tiles won’t be easy to peel off either. The surface has to be flat. I suggest reading up on tiling at the local library. Ceramic tile is more work than vinyl, but lasts 4 or 5 times as long. You just have to keep a few spare tiles in case you drop something and crack the ceramic. Good luck.
