Under the Independent Class program, if you are engaged, your fianc(e) can not be your dependent. Only a spouse or children are considered as the dependents. Therefore, if engaged the applicant would need to get married. The applicant may apply alone and latter one may get married during the immigration process but before the visa is awarded.
