ANSWER First, Users will have to save the document on to their hard Drive or disk before trying to annotate the document. If the document was scanned in by the court, users CANNOT use the highlighter tool. Instead, the pencil, circle and square tools can be used to annotate the document. If the document was a document that was created in a word processing program and then converted into a pdf document, then the user will have to save it to their harddrive/disk and then the document can be annotated using the highlighter tool.
