The best place to begin is with the alphabetical ASRI list as it not only lists all eligible occupations, but also includes information on required qualifications, skills assessment and any registration requirements. It also includes the available points for the points test: http://www.immi.gov.au/asri/ If he can find his occupation on the list and can pass the points test, he then needs to understand the current visa processing priorities as work visas for occupations not on the Critical Skills list or which do not attract state sponsorship will take several years to be processed.
