LOL a lot of people obviously don’t know what a permit is. Permit is something you get after you take your written test. It’s not some special kind of license for teens. You have to take a written test before you take your road test. When you take your written test you get a permit, then you go and take your road test and get your license. So since you have to take your written test, after which you get a permit, logically you do need to have a permit to get your license.
