If you have a GSM iPhone which is free from network restriction, You can definitely use it with T-Mobile network just by inserting the SIM card.

If you have any GSM network locked iPhone (other than T-mobile network), You need to unlock it from network restriction. You can unlock an iPhone safer and easier using remote unlocking service. Also, AT&T’s 3G network uses different frequency bands than T-Mobile uses for 3G service, so your iPhone 3G will not be able to access ATT’s high-speed network, which is not that stellar to begin with, imho. The iPhone will work on T-Mobile’s glacial EDGE network, however.
