Yes. Choose #7 on Form 4506-T. Verification of Nonfiling is proof from the IRS that you did not file a return for the year requested. Allow about 10 or more business days for this request. If you need it faster you can request a tax return transcript, and get it in 1-2 business days. It will show SSN/EIN, the tax form number (1040, 1120) and the year requested. If no return was filed it will say no record found.
