The basic procedure is similar to obtaining a driver license, but without any testing requirements. Furthermore, there are no age restrictions. Any Texas resident can get one as long as they can provide proof of identity. In fact, many parents get them for their children. Also, if you keep trying the same DMV, and they aren’t getting you anywhere, just try a different DMV office. It doesn’t matter which county you are from, you just have to live in Texas. The shortest lines I’ve ever seen are at the New Braunfels DMV. But if you don’t live near San Antonio, you could probably find somewhere else. There must be an actual reason that you aren’t getting you ID. If I knew what their dumb reason was I might know something else…
