Can i get a breast enlargement on th NHS?

The short answer is that it is possible. BUT there are many many strings attached to what you are asking. Reasons someone might get breast enlargement is that the breast size is causing undue mental distress, the the enlargement is to correct mastectomy surgery or that the breast are grossly different sizes. The best person to tell you about this, or who may be able to give you advice on it as to whether there is any possibility of it happening is your GP. My initial thoughts are that it is unlikely to happen. I know a woman who was refused a reduction as she was overweight (by a few pounds, which would have been corrected with reduction of her breasts – in my opinion).
