Currently regulations are very restrictive for floatplanes in the UK. Right now there are no certified float-plane microlights in the UK although this is likely to change. Additionally, apart from Scotland, all inland waterways are private therefore you have to get permission from the landowner/local authorities to fly there. On the sea you have to get permission from the port/coastal authorities. However, if you have a local body of water and get permission from the landowner (offer to take him/her flying!) then you could fly there.
