Short answer: No. Long answer: Maybe. Different states and provinces all have their own laws when it comes to learners. If you have a full driver’s license, then you can be guaranteed that your license will be valid throughout North America, and probably throughout the world. With a learner’s permit, there’s no such guarantee. There are a lot of funny little rules in other jurisdictions that we don’t have in Quebec. For example, in Ontario, a person with a learner’s permit cannot drive on 400-series highways (i.e. 417 to Ottawa, 401 to Toronto, QEW to Niagara Falls, etc.). In Prince Edward Island and British Columbia, a learner has to place a special sticker in their windshield. In Quebec, NO OTHER PERMITS are recognized as valid except for our own. So before embarking on a trip to Canada, sit down and make a list of all the states you’ll be passing through.
