To drive a private hire taxi you must be licenced to do so by the local council for the area in which it operates (this is true even if you are not using it as a taxi at the time).

if they put ur name on it and it is taxi insurance yes[other person would need to have private hire insurance]plus u will need a taxi operators licence for the area taxi firm based up to insurance company depending on age/points or convictions

Not to my knowledge. For private hire you need social domestic bussiness policy whilst normal policies only cover social domestic use of the vehicle.
