1. Yes you can download full version PSP games, but thats piracy but who cares i still do it. 2. You need custom firmware, and you cannot install custom firmware on a PSP 3000. 3. The only other way would be to go to the store and get a PSN card for $20 and then activate the code, and buy the PSP games they have on the Playstation Store.
