No. Homeowners who live in one of the 25 municipalities listed below may participate in the PSE&G Residential Whole House Efficiency Program, but not in the New Jersey Home Performance with ENERGY STAR Program. Bayonne, Camden, Carteret, East Orange, Elizabeth, Gloucester City, Guttenberg, Hillside, Irvington, Jersey City, Kearny, Mount Holly, New Brunswick, Newark, North Bergen, Orange, Passaic, Paterson, Pemberton, Perth Amboy, Plainfield, Roselle, Trenton, Union City, and West New York.
