Yes you can. Please contact the English Language Centre (contact information is in the University of Bath Postgraduate Prospectus). Note that a pre-sessional English course will not exempt you from getting TOEFL or IELTS, so you will still have to achieve the appropriate grades in TOEFL or IELTS.
