Can I dictate contacts that reside on my SIM card to the Addressing fields (To, Cc, Bcc field)?

No. You can only speak a name that can be found in the address book and which has a stored email address. Contacts stored on the phone’s SIM card are not accessible until the SIM card and the phone’s address book are synchronized. You cannot spell a new email address.
