Can I Develop My Own Codec For Media Player 9 Of Smart Phone 2003?

In the document of the SAK of the smart phone 2003, it says that the media player 9 has the new feature tha it has the pluggable codec support, and says that this means that a developer can create pluggable decoder (such as MPEG or AAC) for streams contained within an .asf file format (.wma, .wmv, etc.). But I can’t find any further document about this new feature. The document I mentioned is named as SP03 Product Reference.doc When I was browsing the posts of the discussion groups, I found that Peter foot and Neil enns said that Windows Media Player for Smartphone cannot be extended with third party. So I wonder whether can I develop my own codec plugin for media player of smart phone 2003.
