Can I design a new mech from scratch for use in gameplay?
You may be a mechwarrior but only the very special soldiers own their own mech (and I don’t mean Timber Wolves and Atlas here; think Wasps, Stingers, or other ancient, light-weight and well used mechs), those who have had their mech in the family for generations. No the truth of the matter is unless you are a mercenary units CO you don’t own your ride! Your CO owns both your gear and your soul till the end of your contract, or the death of one of you.
