Definitely brown the outside of the meat first (searing) as this seals in the juices when you cook the beef in the curry later on. Otherwise you may end up with something quite rubbery. The important thing with beef curry is also to make sure the you lry this simmer over a low heat for at least an hour (I normally let it simmer for about two!) to ensure the flavour penetrates the chunks of beef and the beef is tender.
