Bear in mind two things. 1. The wiring of lighting circuits is only meant for low current (5 amps maximum in the UK), so it is not suitable for a power point that anybody could plug any household appliance into. 2. Light switches are also only designed to handle low currents. If you use them to switch a high current load you may get sparking across the switch contacts which will burn out the switch over time, and possibly give you a shock. But if the fan only needs low power, and the socket is mounted on the ceiling with the fan permanently plugged in so nobody is going to use it for anything else, it would be safe enough. Whether it would comply with your country’s building regulations for electrical installations, I don’t know. Those boring rules and regulations can matter if you ever have a house fire and need to make an insurance claim, quite indepedent of whether something is safe or not!
