Can I complete my March 2010 filing by simply updating my September 2009 filing with those data that changed between June 30, 2009 and December 31, 2009?

No. A new submission must be created to accept the December 31, 2009 data. The “Data as of” date in your submission in the September 2009 filing cannot be changed. Attempting to do this will overwrite your June 2009 data and you will have to recreate that submission.
