If the fact that you completed the course can be independently verified, then correspondence, distance learning, or video courses are allowed. The fact that you purchased the course is not adequate. For example, if you must take and pass a examination to successfully complete the course and that examination is graded and maintained (kept on file) by the course-provider, the fact that you completed the course is independently verifiable.
