You need to contact the Noise Abatement Team of your local council, within the Environmental Health department. Look up your local council on the web, their site will give you the phone numbers (or it should) which are manned 24 hours usually. Another route to take is threaten the landlord with being taken to court if he doesn’t control the situation. Most tenancies have a clause that states you can be evicted if you do not comply With certain rules or cause complaints. If the landlord is not taking this seriously then he is breaking the contract with you.
