Never. This is called an “Open” title. It is also called a “Blank” or “Skipped” title. Leaving a portion of the title blank allows an illegal dealer to resell a vehicle without paying taxes or “Skipping” the taxes on that vehicle. Possession of a blank, open, or skipped title is against the law in all fifty states and is now a felony in most states.
