Yes. If you decide to block purchases through VZAppZone Plus, you still will be able to download and navigate within VZAppZone Plus. That means you will be able to read news, weather, stocks and traffic, as well as view a listing of the available content. If you decide to make a purchase, however, you will be prompted to do so by using a credit card as the direct bill option will be blocked.
