You can get started out as an E-3 with credible college experiance, you will be an E-1 until graduation of bootcamp which you will graduate as an E-3, as for A school, most schools dont promote you to E4 directly out, some do but im not aware of which ones, mostly the really long difficult ones like Nukes, you dont apply for E-4 your take an exam after 6 months of active duty and the tests are given navy wide every September and March, and each test varies on which Rate you are in, the test includes a mix of rate related and General Military knowledge. If you are a reservist, the exam is given a month earlier, and YES it is very easy to advance in the reserves, and the advancement rate is extremely high right now for E4/5, its rare to make E5, even in the reserves within a year, mostly because once you make E4, you skip the next exam and take the one a year from when you made 4, the loop hole in that is if you get an “EP” on your Evaluation then you can take the next exam without skipp
