Can I be a first/presenting author on an abstract if I am not a member of SfN?

Yes, unless the sponsoring author is a student member. Every abstract must have an active SfN member listed as one of the co-authors on the abstract, and the entry of his/her membership ID number and password serves as validation that he/she is authorizing or “sponsoring” the abstract. However, a student member must be listed as first/presenting author on an abstract submitted with his/her member number and password.
