You can bake cookies on anything. The reason that sheet pans are recommended is that they have a flat open surface which allows the heat to swirl around the cookie getting it a little more evenly done as opposed to, say, trying to bake it in a bowl. A sheet pan also allows for expansion as the cookies flatten out during the cooking process. If you do not have a sheet pan then you could use an oven-safe frying pan and cook a few cookies at a time. Or, of course, ad lib with other items. And, as suggested above, you can lay out some aluminum foil on one of the oven racks and cook them on that.
