Can I avoid using a tailor to make base pieces for scale/chain/plate armor?

For the first six tiers of materials you can buy the base pieces from a merchant. If you also work on your Tailoring skill you can make your own, but your Tailoring is limited to 75% of your Armorcrafting skill so you won’t be able to Tailor base pieces for all the armor you can make.
