I avoided paying a penalty fare recently by cooperating fully with the inspector and also a police officer. I gave my details and they checked them out. The only thing I refused to do was to sign the slip that the inspector asks me to. Without my signature on that slip the charge was not legally enforceable. The inspector made a further mistake by forging my signature thinking I did not know what the law is. I queried the charge and said that DNA, fingerprinting, CCTV and the police officer present would verify that I never even touched that piece of paper. Although I was guilty I got away with it because here in the UK the loophole is that you must sign that slip for the charge to be legally enforceable but that it is reasonable to not sign it without legal advice because it is after all a very sobering legal document. They charge £100 standard fare instead of the £2.80 actual cost of the ticket.
